Use SAAQ’s replacement options before treating the missing paper as permission to skip the record. A lost certificate differs from an ownership dispute or an incomplete previous transfer. Explain which situation applies when requesting assistance.

SAAQ allows registration-certificate printing through SAAQclic and describes alternatives when the certificate is unavailable there. Its replacement-certificate instructions also identify service-outlet documents and representative authorization. Follow the applicable route for an individual or business.

Do not change the VIN or owner information on a document yourself. If the recorded details are wrong, explain the discrepancy to SAAQ. Tell the buyer which issue is being resolved before relying on a collection date.

Can another person handle the transaction for you?

Prepare the authorization for the specific SAAQ action before sending a representative. A personal message does not necessarily satisfy the document requirement. For discarding at an outlet, SAAQ describes these routes:

  • An individual’s representative brings the original completed power of attorney or the registration payment notice with the discarded-vehicle box selected.
  • A business representative brings the original authorization to act or the payment notice with that box selected.

Use SAAQ’s power of attorney form for an individual. Confirm a different transaction’s requirements separately; this discarding authorization is not a universal transfer approval.

For a co-owned vehicle, the owners can designate a registrant so the vehicle appears in that person’s file for online discarding. Follow SAAQ’s co-owned vehicle instructions. Keep account access, authorization and ownership consent distinct.

How do you deal with an estate, loan or lease?

The estate representative, lender or lessor must be involved when their authority or interest affects the vehicle. Explain the situation before collection. An unusable car still needs the correct person to authorize its release.

For an estate ownership transfer, SAAQ directs the liquidator to complete its declaration and attend a service outlet with the successor or new owner. The liquidator is the person administering the succession. Use the Declaration by the Liquidator of the Succession.

SAAQ lists a death certificate, obituary, coroner’s report or burial certificate as possible evidence to declare the death. It does not require that evidence again if the deceased’s licence was already cancelled. Confirm how the estate transfer and intended disposal fit together before relying on ordinary online discarding. SAAQ’s succession instructions explain the sequence and direct leased-vehicle enquiries to the leasing business.

Quebec’s vehicle purchase and leasing guidance identifies the RDPRM for checking registered rights. Ask the lender or lessor what release arrangements apply. A search result does not cancel the debt.

Is a discarded vehicle always irreparable?

SAAQ’s flood-damaged vehicle guidance explains circumstances that lead to an irreparable designation. An irreparable flood-damaged vehicle cannot be treated as an ordinary candidate for rebuilding. Disclose known water exposure even if the car looks dry when you enquire.

If an insurer is assessing damage, confirm who owns the vehicle and who can authorize its release. Do not remove components or arrange an independent sale while assuming that the claim has already settled those questions.
